Amidst congressional negotiations on border security, lawmakers are trying to protect Great Lakes infrastructure projects that could be caught up in the debate.
President Trump has said if congress does not approve funding for a wall on the U.S. and Mexico border he may declare a state of emergency. That could allow him to take funds from U.S. Army Corps of Engineers or Military Construction projects.
But U.S. Sen. Debbie Stabenow (D-Michigan) has sponsored a bill that would prevent that.
"This bill is about making sure that critical priorities for us in Michigan ... are not somehow caught up in this," Stabenow said.
